Governance in KCC is not a committee. It is the set of mechanical gates encoded in the Agent Contract and the Inspector Pipeline. Reviews are scoped, time-boxed, and produce written rationale that becomes part of the trace.

When governance feels like bureaucracy, it usually means the Kernel has grown beyond what it can defend.
