Capabilities
Sharp, named, promotable units of shared function.
A Capability has a single responsibility, an explicit contract, and a maturity level. Cells consume Capabilities; they do not reach around them.
The Capability Maturity Ladder
L1 Experimental — owned by a Cell, available to others on the understanding that the surface may change. L2 Proven — multi-Cell adoption, stable contract, on-call defined. L3 Golden Path — the recommended default; deviation requires written justification.
Promotion is driven by the Inspector Pipeline. It is observable, not negotiated.
